Competition in the market for NBN aggregation services is developing as the rollout of Australia's broadband network continues and there is, therefore, no need to ask dark fibre and wholesale aggregation service providers to provide pricing and supply data, the ACCC says.

The competition watchdog said in a statement that it had begun an inquiry into this in February after concerns were raised about the level of competition during its Communications Markets Study.

The public consultation on proposed record-keeping rules would have meant that dark fibre providers and NBN wholesale aggregation service sellers would have to retain information about supply and pricing and send it to the Australian Competition and Consumer Commission every three months.

“We have seen significant recent developments in this market, including the entry of more providers, a bigger variety of products, and more reliable passing through of NBN price discounts and product launches to wholesale customers,” ACCC commissioner Cristina Cifuentes said.

The statement said the ACCC had also noted alternatives to dark fibre and NBN aggregation services were increasingly available.

Investment in domestic transmission capacity service had boosted access to backhaul at competitive prices, and NBN Co’s NNI Link product also allowed service providers to directly access NBN services.

“We will continue to monitor these markets as the NBN rollout progresses, and will reconsider the issue if we see competition diminishing,” Cifuentes said.
